removing stuck disc on a_ KZ200?

I'm having worlds of difficulty changing the front wheel bearings on my brothers little kwaka z200, i've popped out one side, but need to remove the disc to get the other side out. i have removed all the 4 bolts, and can't get it off. is it supposed to just come off easily? bashing it with a rubber hammer seems to do nothing. but i do have a broken wrist, so gentle solutions preferred.
