rh control electrical problems (no brake light and ground)

My front brake lever control signal to my rear tail light does not work. I am not sure how it is activated and what to look for and was wondering if someone could help explain it to me. The rear light will illuminate when I press the rear brake pedal, just not the front.
Also, I rebuilt a RH control (just a stock one), has my Kill, Start, OFF/LOW/HIGH switches on it. I cant get my start button to work without the metal stem of my throttle cable touching my brake lever. I figure that there is no ground for the button? My lights and highbeam indicator light work, so it seems like its isolated to just the starter button somehow. Im no electrical whiz, so any input is appreciated.

Hmmmm.....sounds like the ground for sure. I can't remember, but is there a green wire going into the RH housing?

No green. Diagram at the top seems to indicate its grounded internally somewhere. Im not sure how those internal grounds work.
 
That diagram shows the only ground going into the frame. So if the switches on the left side work, the ones on the right should work as well.
 
Wait, you said the starter button doesn't work? It should be grounded to the handle bars on the surface of the housing. Any rust or electrical tape that would block that ground?
 
I have the wires covered in electrical tape yes. I have a notch cut out of the housing to allow the wiring to get out and the housings to close up fully. Should I expose those wires and tape them after they exit the housing?
