I used to work 'for the Ministry' in Britain, doing motorcycle safety inspections (20 yrs ago now)
Now you know why I get so pissed with some of the dangerous stuff done here
Bikes had to be pretty bad to fail British test and get a RED ticket (can't drive away because it's too dangerous, had to be truck/van/trailer or repair)
We would either fix or allow fixing of trivial stuff and not charge re-test fee. (blown bulb, brake adjustment, etc
(Your not allowed to fix 'fail' parts during testing, has to fail and be re-tested)
Plenty of places would do dodgy MOT's but not me (even on my own bikes)
Usually took them somewhere else for testing if there was no one else in shop certified to test
