Securing Seatcover to Stock Seatpan?

I plan on slimming down my stock seat, both the pan and the foam, and recovering.


From the factory, the cover had these little hooks that held the cover in place, along with adhesive on the foam.


The adhesive is easy, but how do I secure the cover tightly to the bottom of the pan? In this case the pan is kinda rusty, so adhesive might not bond well.

I riveted strips used for securing convertable tops to the bottom of my pan then stapled the cover to those. It was pretty cheap to get a strip from an upholstery shop in town.
