Yes it will fit a 78 tank. $30 shipping included to US lower 48. These are no longer available from Honda.

they're not keyed, just like the K model latch. any key will open it.

Does the Roc City fender have forks or been previously mounted?

for some reason the pix of the headlight ears will not load for me or the tank. Interested in those though as well as a cb350F headlight if you have one as right now I am driving during daylight only hours

They're Emgo 36mm. I bought them from DCC. I just desided to go in a different direction. I have a CB450 light but the 350F one was damaged from a tip-over by the previous owner so it was tossed.

Does the Roc City fender have forks or been previously mounted?

It has never been mounted or painted. It's just the fender no mounting hardware
