Thanx for writing, Tom. 7/8" handlebar tubes. I checked here:

And it looks like the fork tubes on your GS450 are 35mm. (Check for yourself, I may have missed something.) I have never tried it, but have heard that people use strips of soda or beer can aluminum as shims in such situations. I wouldn't recommend or not recommend this, completely your decision. Investigate a bit and let me know if you are still interested.
