If its for an axle, check ebay for a comparable axle size from another bike and find one wider then you need. you can then cut it down to size with a bandsaw and file it smooth. That's what I did to fit my cb360 wheel into my cb500t forks.
The last owner put some kinda 19" drum wheel on the front of the CL450 that I'm starting to realize isn't from that bike. He used some thick shims as spacers but I would prefer something a little more legit. I also need some 16mm ID for the upper shock mount but I'm thinking thick washers may be ok for that.

I will check what bike I got my spacers off of when I get home... no need to get them machined unless if you want super light aluminium; all you need is a hacksaw and a file.
pretty sure rear axle of cb250; the later one. if you search motorcycle axle sizes, you can get a HUGE list of sizes by ID and then just check ebay for the cheapest that is long enough.
