Spark advance/timing problem CB500

So, this weekend I was doing a shakedown run and felt like the bike was sluggish. Came back and felt like it might be out of time. After I pulled the cover I noticed the spark advance was reallllllyyy rusty. So, I marked the contact plate, removed it, took out the spark advance and disassembled it. Cleaned all the rust off and lubed it to make sure everything was moving smoothly. I then reinstalled it and the contact plate. When trying to start the engine, it acts as if its out of time (ie...back firing, and not running). I put the contact plate in the exact position it came off.

SOOO, now I'm trying to check timing, and of course using the test light procedure I can't get it right. The blue wire lights up with 12v wayy before the 1-4 F mark. I can't seem to get it adjusted anywhere close to where the light is coming on as the 1-4 F mark comes up. Any thoughts? Is there any way to reassemble that spark advance incorrect? It seemed like a pretty simple device. THoughts, suggestions, links?
