Steering problem ... please help.

OK last year it wasn't doing this.

Since then I've desasamble the front end and change the oil on fork.

Today I removed it again because I had a loose bearing. Tight it and I've check everything. When I ride I feel like I have to correct the direction every seconds and its kind of hard to move the steering. When it I stop I can move it and I feel no resistance at all.. Tire is new. Wheel bearing is new.

My thought? Could it be the level of oil in both fork legs?

Need your help in this as its dangerous to ride it and very instable...

I haven't checked yet... But I've let it loose. Now it's tight but I still have the issue so I guess it's broken?
 
no, they should actually work fine even almost dry but of course that is not what you want, you need grease
 
It doesn't take that much over-tensioning of the bearings to make the bike track like that.

The bars should gently flop from side to side when the front wheel is off the ground.

OK how much torque should you put over the bearing? How tight should it be?
