Stupid PO or me being dumb?

So I recently picked up a "running" (3/4 cylinders) CB550. I believe the year is 76 - it's one of the earlier ones (without the PD46C carbs). Anyways, I pulled these suckers today, normally ride British twins and forgot how my hands aren't that of a 8 year old Japanese boy anymore and discovered this. I've seen these on other Honda carbs before, forget which, but they're like the float "safetys" definitely not the real word for them, but they're super lose. Not only is the black plastic loose, but the brass piece holding it, separate from the entity in the tube as well. They fall out with the slightest bit of force. Is this suppose to be like this? Any time I've seen them, they've been secure. I think the carbs are PD46A? Anyways, advice from here? Do I need em? Are they suppose to be in these carbs in the first place? Any two cents appreciated, thanks in advanced.

Ok...so I decided to take the extra 5 to google the schematic. Guess they're suppose to be there. 35 be clear of what I'm talking about. But how loose . . .

The brass rods holding the float in are supposed to be pretty snug. I've actually made a tool so that I can clamp on one of the 'arms' and gently press the rod out, since I have actually broken the aluminum arms before :eek: .If they are loose to the point of falling out, you can carefully mushroom the ends so that they will not slip out. Since it looks like those float safeties just slide on, they may never have been tight, or have just loosened from being messed with over and over again. It doesn't look like they would come loose, judging by the angle, though.
 
All good. they are a loose fit, and when the bowl is on, keep pressure on the jet to keep it seated. They have a 'keyhole' opening that you have to sort of slide over the jet, and locate the right-angle slot over the cast tab you can see clearly in your pic. The jet should have a rubber o-ring around it. Nothing to worry about, except if you forget to fit them when rebuilding the carbs ;-)

Second this, and add: if the jet drops out of it's hole easily, you should replace it's o-ring.
