Here's an inexpensive bracket design for mounting your license plate off of your swingarm's chain guard tabs. Note: you'd need to modify the design if you want to keep your chain guard on.
Check your local jurisdiction to see if this is kosher - if you are that concerned. And yes, I need to adjust my chain...
Simple 1" x 1" x 1/16" aluminum angle from the hardware store. A 3/16" rivet, a couple of M6x10 stainless screws, a couple M5x10 stainless for the license plate.
You can easily modify the design to mount the plate in nearly any configuration. I was shooting for the concentric bend in the plate. and the radial bracket arm coming from the axle center.
The sketch reflects an idea I had after I installed it: Make it slightly long and use slotted holes to allow use of the full range of chain adjustment. I was tempted to mount the plate directly over the chain/sprocket - to act as a chain guard of sorts. I realized that since I didn't make it long enough, that I should mount the plate clear of the chain/sprocket.
