In practice, yes, since there is no internal border control to speak of. I think there are no demands on refugees to stay in their current nation of choice while their asylum process is being handled, hell, we have entire families of somali refugees going on vacay back to somalia. We have 50 000 turks living back in turkey while receiving swedish welfare and pensions. Our taxes go straight into enormous black holes with this current generous welfare system.
