this paint is killing me

So I decided to spray paint my bike and I striped it of all the paint and sanded smooth and cleened it with mineral spirits and I get this blotchy texture as seen in the picture ? I have no idea what I am doing wrong it's vht frame paint.it's supposed to be flat black

One of the best tips I got about prepping a job to be painted is that when you clean the area with a solvent you must then wipe the solvent off. Wax on, Wax off Mr Miyagi! Because if any residue from "pooled" or heavily applied solvents will stay there and interfere with the application of the paint and ultimately the perfect finish.

Thank you I did use degreaser then paint remover then mineral spirits to further clean that was only my first coat the second is looking better
 
Did you use a primer? Doesn't look like it to me and this is basically the paint reacting with the surface chemistry. Old metal over time get's a varying array of different surface chemicals that you won't remove with a de-greaser. You either need to wet sand it hard with 300 grit or prime it preferably with a self-etching primer first. Either that or you can lay a whole bunch of paint on it and hope for the best - the more coats the less it will react chemically to the base metal - but priming it would be best in future.
 
I did bot use primer and I am not sure why either I did on the back swing arm and that came out nice so that's probably a good reason
