Months ago i had a bunch of parts powder coated at a powder coater in long island, after getting some of the parts back I noticed some tiny bubbles and pin holes in the powder coat since it was on pieces that wouldn't be noticed I didn't care much about it. But when I was lacing my wheels the powder seemed to scratch way too easily, also it seemed it was so thick on the hub that I would have trouble getting the spokes into place on the hub. I already know from brining one rim back already to be powder coated (was my fault although a big area of powder came off I later noticed a tiny crack in the rim that had to be repaired) that they wouldn't admit any wrong doing when it came to the powder coming off. Was just wondering why I'm having these issues, was it not properly cleaned before hand?
That place doesn't know how to apply powder and as long as people are going there and they are busy they aren't going to care about your problems. Poor blast profile (if any), possibly under cure (time or temp or both), and too much powder. Those are the common causes of flaking and chipping. it only takes one of those to cause flaking and chipping sometimes. If you have all 3 you are setting up failure. Bad word of mouth and kill a place like that. Bubbles and pin holes have been an issue lately with some powders out there (mostly gloss blacks. Different cure schedules or a second coat usually clears it up. Even with 2 coats spokes should still go through the hub holes. I have always worked under the theory that if you do good work that customer will tell friends, if you do shoddy work that customer will tell 10 friends and 90 other people he doesn't even know. Was that shop a custom coating shop or a commercial operation where you will most likely not get quality show finishes.
And less professional if they won't correct it after it is brought to their attention. Feel free to let us know what shop it is so that others can make an educated decision.
Just take the parts back to them and talk to the manager. Politely tell them you want them refinished or your money back. No business wants to have unsatisfied customers who spread negative word of mouth and may even appreciate you bringing it to their attention. Could have been a newb the owner hired and he doesn't yet know how shitty the guy is. Who knows.

Even today after getting the wheels back from being trued the gauge they used left scratches, it just seems way too brittle. I already tried going back to them with the first problem they just offered to charge me less to have it redone

Pay less for them to redo it,WTF. I would be screaming around town telling everyone what idiots these people are. That big lump on 3rd pic is a huge pile of powder that settled at the bottom of the rim while coating. They have way too much powder on there.
I'd want my money back. That's an easy case to win in court with those pics and pics of it done correctly.
Im honestly kicking myself for stalling the project. The powder was done a bit over a year ago im lucky that the frame and swingarm came out properly. Im afraid since it was done over a year ago i need to just cut my loses. If worse comes to worse and the rims dont hold upI have an extra set of wheels that I'm planning on just polishing and relacing. Any chance a light wet sanding woild help with the bubbles? "We take great pride in our work to guarantee 100% of our customer's satisfaction..." Go back to them and quote their website. Tell them you're not satisfied and either want your money back or the rimes redone. Period. No bullshit about redone for less $$$. I'm writing a negative Google review right now on their business listing to suggest that they redo them for free and apologize to you. I advise everyone reading this to do the same. Make sure you are able to remove the review after they come good on the rim job. Lol.....Rim Job.

I took my stuff to an industrial powder coater who primary does big contracts. They do motorcycle frames and parts on the side for people. Sometimes you just need to call them since they don't advertise this stuff.
