Tire tube (nuts)

Could someone help me out, the tire tubes for my 360 I picked up, came with two valve stem nuts.
Do you put one on the inside and one on the outside of the rim? or both on the outside? or is one just extra?

one inside to protect the valve from getting cut where the rim hole is. i have a habit of cutting an old tube, making a small cross in it, and pushing that over the valve to give it just a bit more protection. learned that trick from bmx.... havent had a tube cut at the valve since i learned that.
