Trouble with throttle tube on clip-ons

Howdy gents,

I'm in the process of installing my grips on my clip-ons and have run into an issue with my throttle tube. When I slide it on, it's really really tight and doesn't turn very easily. I've really got to put some muscle into it just to get it to rotate a little bit.

Obviously, the throttle tube is too small, or the bar too big, I'm just at a loss of what to do about it. I could try and file down the throttle tube, or sand some of the paint/powdercoat off the bar thus giving the tube more room, but before I do any of that I wanted to see if there was something I'm missing. Do I need some sort of lube/spray?

There shouldn't be any paint or powder on the bar where the throttle tube goes on, it should be smooth metal IMHO. That should give you enough clearance to turn the throttle.
