Voltage to starter

Hey guys, anyone know what the voltage going to the starter relay, then from there to the starter is supposed to be? I think my starter relay is good (according to the repair manual tests), but the starter doesn't turn over. I have a freshly charged new battery, so that is not the problem.

Oh, I have a 1980 KZ440 if that makes a difference.
 
Does relay 'click'?
Best way to test is
a. screwdriver across terminals (it will spark, should turn motor if battery, starter and starting clutch is good)

Real good idea to have a voltmeter on battery at same time and see where battery voltage drops to. (less than 10.5v, charge battery and re-check) If it doesn't go up, bad battery

b. remove lead to starter motor, check voltage on solenoid where you removed lead. Should be very close to battery voltage
