Strip it, use a strong degreaser, dry, prime with self etching primer, dry, wetsand, high build primer, dry, sand smooth, lay down paint, dry, clear coat (use 2K clear).
Vonyinzer suggested the best option. The "self etching primer" is called Veriprime if you need another name for it. If you take your time, you will have an awesome paint job following those steps.
