With a vacuum manometer, you do need one line per carb.
Jumping around checking pairs does not work on a 4 cyl as you need to balance the vacuum between all carbs at once with a manometer.
( this is not the same as measuring specific vacuum values as you would do with a proper set of vacuum gauges)

but just doing 2 pairs won't get it
somebody here had a multi-carb lashup with tubing and some tees
but you could just use the one and keep mixing up pairs till you got it as even as possible, no matter what pair
