Won't rev past 7k, help

I hooked my tach back up to see what my rpms were at speed as I can't seem to get it over 70, it pulls hard till then then start sputtering, I couldn't tell of I was bouncing the points or if I was just sputtering.

Turns out she's revving to about 7k in each gear then just won't go any higher (redline is 10.5k)
It's a 68 cb350.

I *think* I'm running rich, so would this cause it?

I'm running cheap pods (I know I know) and CL exhaust with no mufflers but some good baffles.

She seems perfectly happy until it hits 7k then it's like hitting a rev limiter.

Any ideas from those more educated than myself?

If you didn't rejet the carbs it's probly lean at the top end.

Short pipes and pods make jetting critical.
A change of 2.5 is enough to make bike run rich or lean and cause missfireat 7k
On my 360, 110 is lean, 115 is rich so I have to run 112.5
