A well designed velocity stack ( as supplied inside that air box) improves airflow by 2-5% and a bad one drops flow by up to 10%
True story. BOTH of the magnas I own and all Honda magnas produced use velocity stacks INSIDE the air box. It has a plenum with a large filter above it to filter for all 4 carbs and velocity stacks over each carb... I'm 90% sure that all honda VFR engines use the same technology. They are some beasts of engines also. 750cc models putting out over 80hp. I think the 1100cc VFR engines put out over 110hp. I don't see a setup like that hindering the performance.
