Keeping a stubby excuse for a front fender will still help with flex so long as the support stays intact, right?

So I think the only problem with using a smaller battery on a kick-only bike is the possibility of overcharging -> swelling -> exploding battery. Now I ask, what couldn't I just use resistors, voltage regulators, whatever to adjust the output of my charging system to match the desired input...
