I'm a Dumbass. I think i put my new fork seals in backwards. Does the flat side face outwards and the side with the flange and springs go towards the oil?

Noob question here. I've got my forks reassembled and ready for oil. When i put the oil in do i pump the forks a few times to get oil past the damper rod before measuring the level? The manual doesn't say. Bike is gn250.
