Can you weld an extension tab to a master?

What you could do to make the top hole align is the following. My english is a bit raw so bare with me.

Take a m6 bolt and cut in in half. Weld it back together, but mis-alligned. That way you create a kink in it and it will fit both holes. Compendre?
