Here's an idea. I had the same situation with my xs650. The foam had mostly disintegrated. I cleaned the remaining foam off. went to the fabric store, bought some 3/8 - 1/2" foam for a few bucks and a couple tubes of an adhesive called Seal All. Cut the new foam to wrap around the framework, glued it together and also sealed the sides to the framework.
