On a modern sport swap trail will decrease with fork offset shrinking because both trips are the same offset. What you are thinking is the trail can increase even if the offset decreases if one trip offsets more than the other ala chopper style.
Tire height and fork length both before an after play a role in the trail changing as well. It's not so cut and dry.
