What role do the air adjust screws play when your throttling? How does the bike behave when they are not set correctly?

Doing the Timing and when I took off the stator cover I lost a good bit of oil (cl350). How long can I run the bike safely with the reduced amount of oil? Can I rip it down the street to see if it's running ok before I put cover back on and top off the oil?
