Is it normal for there to be a slight grinding type noise from the kick start when in neutral and driving. It almost sounds like the kick start isnt all the way back to starting position.

I rebuilt my carbs on a 74cb360 and need to tune them. The clymer manual says to hook up a portable tachometer to achieve an idle speed of 1200 rpm. Couldn't I just use the tachometer already mounted or do I need a specific portable one?
