It's a race bike. No charging system is common. No need for a heavy ass stator or rotor, no parasitic draw on the motor from said stator and rotor.

I don't see anything majorly wrong with that bike it looks like fun. It needs a kickstarter at least though.. And the shocks look like the shitty DCC variety.
 
What made me laugh was "total loss charging system." It ain't fuckin' charging!
Yeah, total loss ignition system is not that uncommon for a race bike. It's also common to not have any starter. They use powered rollers to spin the back wheel in the pits to start the engine.

Ahhhh gotcha, thought you were balking at the lack of charging not the stupid phrasing haha.
And yeah, but personally race bike or not I am going to ride it on the streets at least a little, and a kicker doesn't add a whole lot of mass

I've seen quite a few of them that were hand fabricated. Some powered by an automotive starter, some powered by a small gasoline engine.
